we decided to dekeyword most Java packages from x86, and reverse
dependencies of them.

Haven't looked at this ebuild/package too closely, just
quickly done to avoid conflicts when qt5 and qt6 are set
globally at same time.
Should be no need for a revbump given keeping USE=qt6 to
select between the multiple toolkits. Given both qt5 and
qt6 call the binary "freeciv-qt", the change should be
seamless for users.

Newer versions are not anymore provided as update, instead, you need the
full version from packages like GOG or Humble Bundle.

Been confirmed that the issue is in boost itself, so there's
no reason to always do this. Odds are will be fixed if there
is a -r1 too, so preemptively limit to -r0 too.

Autoreconf fixes configuration failure due to C99 error, includes
are added unconditionally, because we now live in sane, homogenous
world, those are system files that ought to be on by default on any
linux system with libc and I don't want to touch autoconfig files
any more than what I need to.
