* stdlib/Makefile (headers): Add fmtmsg.h.
(routines): Add fmtmsg.
* stdlib/fmtmsg.c: New file.
* stdlib/fmtmsg.h: New file.
* manual/stdio.texi: Add description of fmtmsg and addseverity.
* manual/examples/fmtmsgexpl.c: Example program for fmtmsg
documentation.
