Update, changed install config. Now perl modules install their manpages to $PREFIX/usr/share/man
so $INSTALLMAN1DIR must no longer be passed.
If USE perl is set libperl gets build as a shared library. This is necessary for some apps that
use perl as a embedded scripting language.
