even with a patch to fix various configure macros, feature autodetection
still misfired in one case due to yet another missing header.
Fix by backporting the same header from upstream's fix in SLOT="6.0" and
realign a previous fix to use the header ordering from upstream, for
diffing purposes.

GCC trunk now defaults to -std=gnu23 with which <readline-8.3 is not compatible
so build with -std=gnu17. readline-8.3 is fine.

Doesn't build with gnu23 which is the default now in GCC trunk. I've
sent patches for 9999 and we may backport those once merged but for now
(and for older versions, probably forever), let's pass -std=gnu17 to keep
stuff building.
Done for sys-devel/binutils itself in b38f3cada5bf53a1c255fe6f700455884a09fa78.

Atomic builtins fail to build with GCC. Furthermore, they are not needed
on systems with GCC, because libatomic can be used on them. Atomic
builtins are mostly useful on LLVM-based systems.
Guard them behind the `atomic-builtins` IUSE flag. That flag depends on
`clang`.

Several packages depend on GCC's libatomic to perform atomic operations.
For example, this compiles without -latomic:
```c
_Atomic struct {
int v[1];
} a;
atomic_store(&a, a);
```
But this fails with error "undefined reference to __atomic_store_16"
without -latomic:
```c
_Atomic struct {
int v[4];
} b;
atomic_store(&b, b);
```
LLVM does not have a libatomic.so, but an atomic builtin to support such
operations. However, it is disabled by default to allow use of system
libatomic while using LLVM as a compiler. Pure LLVM environments
without GCC installed require this builtin. This commit adds
`-DCOMPILER_RT_EXCLUDE_ATOMIC_BUILTIN=OFF` cmake option to enable
the builtin.
