Not a real fix but will avoid build failures on ~arch in the meantime.

Further bugs with CoW via copy_file_range (bug #917224, https://github.com/openzfs/zfs/issues/15526).
The issue is very similar to bug #815469.
ZFS 2.2.1 has a workaround but if you haven't already upgraded your pool to
use the new block cloning feature, consider using <zfs-2.2 for now.

We have to mask this here as well as in base/package.use.mask
because qt6 is globally unmasked on amd64

- /usr/bin/freecad is no longer a symlink, instead it is a wrapper
that ensure freecad is executed in xwayland. It still crashes in
native wayland mode.
- dropped opencascade dependency restriction
- adjusted configure phase for qt6 compatibility. The qt6 flag is still
masked for now as there is still some problem when building for qt6
- added python3.12: this requires qt6 since there will likely be no
further python compatibility updates for shiboken2/pyside2
- only depend on qtdesigner if USE=designer

GCC 10 is EOL - it has been since GCC 10.5 was released in July.
It's hard to get the balance right here - if we mask immediately on the release
of .5 of a series, some people aren't happy, and it's indeed kind of a nuisance
for stabling the last version of a series too. (I did it the day-of for 9.5.x
and had some feedback on it from users.)
In any case, by now, it's certainly overdue. Move to GCC 11 or newer, please.

Make the `native-extensions` flag global. It is used in 15 Python
packages to enable building optional C extensions, though the global
description also allows for other "native" and "pure" languages.
In 9 cases, the flag description explicitly mentions "speedups", so this
is the primary case used in global description. There is one case
of the extension providing extra features, and the remaining cases
do not explain its role.
