QA policy [0] says that we don't conditionalise installation of
small files. It's a wasteful rebuild and inconsistent across packages
for when users desire completions to be available.

We need to hack out --load-average (-l) from MAKEOPTS
for now until we have a better way (e.g. flag-o-matic.eclass)
to filter out options from MAKEOPTS for implementations
which don't support it, like bmake.

PMS guarantees [0] that 'emake' respects ${MAKE}, so let's
use that to ensure that e.g. ${MAKEFLAGS} from the user is
respected.
