Running rarpd requires a working ether_ntohost. In musl, this is
implemented as a stub that returns -1, so rarpd always fails. Prevent
users from having to debug this by masking the rarpd USE flag on musl.

This USE flag is wrongly named, at a minimum. It does not prevent the
build system from stripping out user-specified CFLAGS. Instead, it
prevents the build system from adding a few unwanted CFLAGS, like -g and
-m64.

Use pkg-config to get appropriate include directory and library list
from mkl. Fix config key names. Unfortunately, the package is still
broken:
INTEL MKL ERROR: /usr/lib64/libmkl_vml_def.so: undefined symbol: mkl_lapack_dspevd.
Intel MKL FATAL ERROR: cannot load libmkl_vml_def.so.
However, that seems to be a problem inside mkl itself.
