New dual licensing (Apache-2.0 or GPL-2+), add python as BDEPEND
(required for some pre-compile checks test data generation), minor fixes
to project spelling (it's "Mbed TLS", not "mbed TLS").

Bump to make linking in libsrtp optional so we can keyword asterisk for
sparc.
There are no known project in gentoo other than asterisk, which don't
care for pjproject having (or not having) srtp. Thus in order to enable
pjproject to be used on sparc we need to be able to not depend on libsrtp.

Depending on the (network) environment, glib may or may not conclude that
the network is available which causes libproxy to return direct://.
Fake the connectivity test using GIO_USE_NETWORK_MONITOR=base which assumes
we're always online.
