Resurrect arm, arm664, ia64, ppc, ppc64 and sparc due to dependencies
now being satisfied, as if this version was bumped with a new dep
which was already keyworded.

Masked pending newer Test-Simple unmasking
Keywords:
- New dependencies cause keyword drops, removed:
alpha, arm, hppa, ia64, ppc, ppc64, sparc
Upstream:
- Use Params::ValidationCompiler
- Disabled word boundary checks by default, can be turned on with
strict => 1
- Require lots of newer modules to fix bugs
- format_datetime checks object isa DateTime

Upstream:
- Fix boundary check for parsing dd-mm-yy so it doesn't accidentally
match yy[yy-mm-dd] as yy[dd-mm-yy] or match [dd-mm-yy]yy
- Extend %z specifier to accept HH and HH:MM in addition to HHMM

Upstream:
- No longer silently ignore lost-rewritten ignored text.
- String w/ epoch + ns prepped for newer DateTimes
- Now supports parsing short zone names like "+07"
- Added support for custom time zone abbreviations
- Match on word boundaries instead of overly permissive
anywhere-in-string matcher
- Large volume of author tests hidden from user side test suites.

This commit represents a new era for Gentoo:
Storing the gentoo-x86 tree in Git, as converted from CVS.
This commit is the start of the NEW history.
Any historical data is intended to be grafted onto this point.
Creation process:
1. Take final CVS checkout snapshot
2. Remove ALL ChangeLog* files
3. Transform all Manifests to thin
4. Remove empty Manifests
5. Convert all stale $Header$/$Id$ CVS keywords to non-expanded Git $Id$
5.1. Do not touch files with -kb/-ko keyword flags.
