The upstream configure script has many tests that fail when
cross-compiling, so add proper settings until the upstream
bugs are resolved.

The related commit in gettext (030b323567f9546c35d9cf1182f36b2b54e08)
was wrong -- the internal configure logic skips the libintl flag when
nls support is disabled. It doesn't matter there now as libintl has
been dropped, but it still matters here as w/out the flag, no library
is built. So drop the flag, hardcode the option, and add a comment
to keep from screwing it up in the future.

The gettext ebuild is big and fat and full of tools/deps that are
independent of libintl. Since slimming that down with USE flags
gets ugly fast (it provides multiple libs in addition to tools),
just create a dedicated libintl package.

Do not provide static-libs by default as we don't do this for other libs.
Along those lines, make sure we delete the .la files when there are no
static libraries available as they just get in the way.

Bash does not recognise the U+00A0 (aka no-break space) character as
whitespace, therefore " die" gets parsed as a token but is of course
not a valid command.

The `cmp` prog is only used when running tests, so put it behind USE=test
rather than requiring it at build time all the time.

When dev-util/pkgconfig-0.29 is in use, the _LIBS output of a PKG_CHECK*
does not have a trailing space assigned. This causes the link flags
to contain a "-lglib-2.0-lm" assignment as $LIBM was appended to
$LIBINDICATOR_LIBS without any whitespace separation. This commit
adds the necessary whitespace. Fixes bug 545334
