- switch to a different versioning scheme which is more appropriate to
ephemeris files
- switch from old less accurate Placalc ephemeris files to Swiss
Ephemeris files, which are searched by app-misc/astrolog by default.

- use MY_PV in SRC_URI
- update LICENSE
- respect user optimization CFLAGS and do not pre-strip binaries;
src_prepare and src_compile phases were reworked due to that
- print postinst message only on the first install

Upstream has implemented what the patch accomplished, so remove.

These changes have not yet been tested in an actual cross environment
but since the build system respects Cargo environment variables, this
should hopefully work.
Bump the revision of this ebuild because the build now honors LDFLAGS
among other RUSTFLAGS set in cargo_env in the cargo eclass.

The version of time that anki 24.04.1 uses does not build with Rust
1.80.0[0][1]. This bumps time to 0.3.36 to address the issue.
